Abstract: The paper based on the theory of human capital and industrial cluster, collecting China nearly a decade high technology industry and high-tech talent panel data, calculated the high-tech talent and high technology industry location quotient of 29 provinces and cities, using STATA12.0 analyzed high-tech talents and other various factors that maybe impact on high technology industry agglomeration. The results showed that influence each other between talent agglomeration and industry cluster, openness, policy, transportation and other factors on the different regional high-tech industry agglomeration exert different influence; Also found that the eastern region of high-tech talent agglomeration degree is high, the high technology industry development is good, the central region, west of Shanxi province is the only one belongs to talent agglomeration and industry cluster is to enter the top ten provinces in the country.

摘要： ：文章依据人力资本和产业集聚理论，运用中国近十年高技术产业和高科技人才面板数据，测算了29个省市区高科技人才区位商与高技术产业区位商，并根据新经济地理学理论选取了相关控制变量，利用STATA12.0对面板数据进行了回归，实证分析高科技人才集聚与高技术产业集聚的互动关系。结果显示：人才集聚与产业集聚之间互相影响，开放度、政策、交通等因素在区域层面对高技术产业集聚发挥不同影响；同时发现东部地区高科技人才集聚程度高，高技术产业发展好，中部地区次之，西部唯有陕西属于人才集聚和产业集聚是进入全国前十位的省份。
