Abstract: Based on the value creation and value co-creation logic of the innovation ecosystem, this paper points out that the operation of the digital innovation ecosystem needs the support of industrial data and public data, and the evolution of the digital innovation ecosystem needs the guidance of commercial value and public value. The development of "Aim High" and the governance of "Aim Steady" are both necessary.
