Abstract: From the perspective of policy tool, combination with policy tool nature and industrial policy function, this paper constructs analysis framework of strategic emerging industry policy, and preliminary diagnoses and assesses the existing policy texts using this framework（taking Foshan as an example）, provides a basis for police making of strategic emerging industry

摘要： 本文从政策工具的视角出发，结合政策工具分类和产业政策功能，构建了一个两维度的区域战略性新兴产业政策分析框架，利用此框架对区域战略性新兴产业政策进行文本分析，通过文本分析的结果可以对政策进行诊断与评估，为政策调整和制定提供可靠的依据，最后运用本分析框架对F市战略性新兴产业政策进行了实证检验。
