Impact of Global Value Chain Embedded on China's Industrial Sustainable Development

摘要: 本文基于生产分解模型测算了2000-2016年中国工业全球价值链前向嵌入和后向嵌入参与度,并检验其对产业绿色全要素生产率和经济可持续发展的影响。研究发现:中国工业全球价值链后向嵌入度明显高于前向嵌入度,产业正处在摆脱“低端锁定”的转型期;由于参与方式不同,前向嵌入与绿色全要素生产率呈“U”型关系,而后向嵌入则呈现截然相反的作用规律;两种全球专业化分工参与形式对产业发展集约化转型均呈现先促进后抑制的影响。结论表明中国在提升国际生产链价值位势的同时,要明确经济发展拐点和警惕价值链主导者的污染转移和技术封锁,从而充分吸收国际技术溢出,实现产业技术进步及经济发展的可持续性。

Abstract: Based on the production decomposition model, this paper measures the forward and backward participation of Chinese industrial global value chain from 2000 to 2016, and examines its impact on industrial green total factor productivity and sustainable economic development. The study found that the backward embedding degree of the China’s industrial global value chain is significantly higher than the forward embedding degree, and the industry is in a transition period of getting rid of the ““Low-end Locking Dilemma”; due to different participation methods, the relationship of forward embedding and green total factor productivity are “U-shape". And the backward embedding shows diametrically opposite effects; Two forms of global specialization and division of labor promote the intensive transformation of industrial development, and then inhibit it. The conclusion indicates that, while increasing the value position of the international production chain, China must clarify the inflection point of economic development and be alert to the pollution transfer and technology blockade of the value chain leader, so as to fully absorb international technology spillovers and realize the sustainability of industrial technological progress and economic development .
