城市客观创业成本及其主观感知的比较分析

Comparative analysis of objective entrepreneurial cost and subjective entrepreneurial cost perception in key cities in China

摘要: 创业成本的高低已成为各地政府推动创新、集聚创新人才和吸引创业投资的一个重要指标。本文建立了城市客观创业成本的评价指标体系,并以我国10个重要城市为样本进行了2012-2016年创业成本指数的计算。考虑到创业者对创业成本的主观感知可能与客观创业成本存在偏差,又设计问卷对创业者主观创业成本感知进行调查,并对客观创业成本和主观创业成本感知的结果进行对比分析。研究表明:深圳在样本城市中的客观创业成本最高,经济越发达的城市客观创业成本相对较高;而创业者对创业成本主观感知与客观创业成本排名总体结果较为一致,但是政策环境成本、融资可得性和研发技术可得性等二级指标主观和客观排名差异较为明显,说明各地创新创业政策的信息传导、创新资源的互通与融合、科技人员的激发政策创新与保障等方面有待进一步完善。

Abstract: Entrepreneurial cost has become an important indicator for local governments to promote innovation, pool innovative talents, and attract venture capital investment. This paper establishes the evaluation index system of the urban objective entrepreneurial cost, and calculates the entrepreneurial cost index from 2012 to 2016 based on 10 important cities in China. Considering that the subjective perception of entrepreneurial cost may be deviated from the objective entrepreneurial cost, a questionnaire is designed to investigate the entrepreneur's subjective entrepreneurial cost perception, and the results of objective entrepreneurial cost and subjective entrepreneurial cost perception are compared and analyzed. The research shows that The objective entrepreneurial cost of Shenzhen is the highest in sample cities, and the more developed cities have relatively high objective entrepreneurial cost. The overall results of subjective perception of the entrepreneurial cost and the objective entrepreneurial cost are relatively consistent, but the subjective and objective ranking inconsistencies of the secondary indicators such as the cost of the policy environment, the availability of financing, and the availability of R&D technology are more obvious. It shows that the information transmission of innovation and entrepreneurship policies, the communication and integration of innovation resources, and the stimulation of policy innovation and security of science and technology personnel in various regions need to be further improved.
