Abstract: Strategic entrepreneurship is an important way for enterprises to gain competitive advantages and achieve sustainable development, but the formation mechanism of strategic entrepreneurship ability has not been fully discussed. Based on the theory of organizational learning and absorptive capacity, the model of enterprise strategic entrepreneurial capacity is constructed from the perspective of cooperative innovation. Taking 223 enterprises in the Yangtze river delta as samples, the empirical results show that cooperative innovation plays a significant positive role in promoting strategic entrepreneurship, and the two are closely related through organizational learning. Opportunistic behavior and absorptive ability are important contingency factors for the growth of strategic entrepreneurial ability, which interfere with the relationship between cooperative innovation and organizational learning, and adjust the influence of cooperative innovation on strategic entrepreneurial ability negatively and positively through organizational learning. The research conclusions have practical guiding significance for enterprises to establish strategic entrepreneurial ability, thus to capture opportunities and gain market competitive advantages.
